i've read some informations on the internet, some people say cs vs550 isn't that good. but can it run my system?
CPU: Intel Core i3-2120 @3.30ghz
GPU: GTX 560 TI
Motherboard: Foxconn H61MXT1/F2/-S/-V
RAM: HyperX 4gb ddr3
HDD: WD 1tb 7.2krpm

i still don't have the GPU yet, it's currently being delivered im just curious if my psu is enough

Solution
It has more than enough power for your system, just a rubbish supply.
Some better suggestions:
XFX Pro 450
XFX TS 450
Rosewill Capstone 450
Seasonic S12II 430
Antec HCG 520

thanks for the answer but it's better and safer than my generic psu :D and currently don't have the money to buy some better psu :D

Yes, the OEM supplies are generally terrible. Dell are ok if you use them as they were designed.
None of the ones I have suggested are expensive. Mid-price options with good quality.
Really, if it isn't in tier 1 to 3 of this list, avoid it:
