External hard drive not detected in laptop and TV

My Seagate 1TB Backup Plus Portable Drive isn't detected on my laptop even when I tried a different USB cable (this hard drive only uses USB cable, no power supply). Moreover, when I plugged it into my TV as I usually store movies and music in it so I can watch it on my TV through the USB port, the TV doesn't recognize it either even though the light is on and I can hear the sound from the drive. My two other drives work fine so I don't know what the problem is.

This would indicate that your system does not recognize the HDD inside, which means that you will not be able to access the drive with software tools.
There's something wrong with the enclosure or the HDD inside has failed.
In both cases, if the data stored on it is really important, you will need to contact a data recovery company.

Some users, in similar cases, try to attach the drive internally. Yet, this would not work due to various reasons. (or if the HDD itself has failed, not the enclosure)

That is really unpleasant. :(

My suggestion would be to go to Disk Management and see how the drive appears over there. If it has damaged partitions and or file system, you may need to use some data/partition recovery tool in order to retrieve the data.

After that, you can test the drive with a brand specific tool, so you can check its health status out.

If the drive is not recognized by Disk Management, then there's something wrong with the device and you can RMA it, if it is under warranty.

The drive doesn't appear in disk management either. I can only see it in Device Manager and Devices and Printers under control panel. I've tried several recovery tools such as Wondershare but I always got a message hard drive not detected. The drive isn't under warranty and even if it was, I don't want to return it because I would lost all the data in there. Although the data itself aren't that significant, they have movies and music files I've saved over the years so I can't bear to lose them.
