Cpu temps extremely high

A few days ago I was playing Payday2. Towards the end of the game i realised my game becoming extremely choppy, I investigated and saw that in Msi Afterburner cpu temp was 100 degrees celcius i-5 4690k (not overclocked). I decided that i would close down Payday 2 and wait to see if it would decrease. I waited about 2 hours and the temperature was idling around 50 degrees celcius. I decided that i would turn off my pc and re-seat the cpu cooler. I turned my pc back on to see the temps were at 100 degrees celcius until after 20 minutes it returned back to 50 degrees. I decided that it was probably a software issue, I formatted my hd and installed a fresh copy of windows 10 pro. After re-downloading some stuff and msi-afterburner the temps hadn't changed at all. I thought that it might have been msi afterburner, so i downloaded speedfan only for it to tell me that my cpu was above 100 degrees. I quickly shut off my pc and entered the bios (B85-g43 GAMING) for it to tell me that my cpu was at 60-70 degrees. I decided to reset the cmos with the jumper connectors and restarted only for the bios to tell me that it was now 90 degrees and increasing i shat myself quickly turning off my pc i got a fresh install of windows 7 ultimate. After downloading all my stuff again i looked at the temps to see they have not changed one bit. Not using thermal paste and haven't been for about a year. Nothing on or in my pc had changed recently.
 
You say you have NOT been using thermal paste for about a year? What?????? You have to use thermal paste between your CPU and cooler. Did you use the stock Intel cooler? If so, it comes with thermal paste already applied. If you are using the stock cooler, consider upgrading to something else. The Cryorig H7 is a very nice cooler to consider. maybe even add another case fan or two for intake to bring in some more air into the case.

Also, when ever you remove the CPU cooler, clean it of thoroughly and reapply thermal paste on your CPU before reinstalling the cooler on it.

Yes. I have not been for over a year with temps idling 30 and 70 max under 100% usage. I am thinking about getting a new cooler and re-applying thermal paste. The temps i described is with max fan speed and no case panels (chaser-a31)
 
I can't say if your CPU is damaged or not, but stop using it until you have fixed the cooler issue.

If you have not done so yet, unplug your computer and carefully clean off the old thermal paste from the CPU and the cooler with alcohol. And like I said earlier, maybe get yourself a new cooler. Your PC may also be very dusty, if so, CAREFULLY clean off all of the dust. Heavy dust build up can restrict case air flow and should be removed.
