Windows loading forever after I log in... HELP!

Hi guys, going to be straight up, not to hot on PC stuff so be gentle with me here with your terminology...

ISSUE:
I turn my PC on get to the sign in window, I type my password in correctly and then the loading circle with the dots just go around forever...
I have tried multiple times by restarting my PC, have also tried another account I had on the PC with no password and the same result.

Without looking in to much detail the inside of the PC seems to be running normally, what do I do???

Many times this is caused by a lot of programs and processes starting in the background-disable things you don't need to start automatically. I also use a program called Ccleaner to clean unnecessary junk from my machines. Dont ever pay for any program that is supposed to speed up your pc.
Was your PC running normally prior to this? A normal shutdown or sleep? Could try booting to safe mode. This can be done by holding down shift key and then clicking on restart at login screen. Next boot should give you troubleshooting option for safe mode boot.
