Win7 32 to Win7 64 Partition

Can I make a new partition on my HDD, clone the first partition, load win7 64 on the new partiton and then boot from the new partition

Your steps are off but you can create a second partition and install 64 bit Windows 7 to it if you want. Not sure why you would want to clone the first partition though, then you will just have two 32 bit setups. Create a new partition, boot off the Windows 7 media, select that new partition as the setup location for Windows.
