Good computer with low fps

I have intel i7-6700k, @4.00ghz, NVidia GeForce gtx 1070 with latest drivers, and I get crappy fps (30 average no matter what game I play)... anyone feel like giving me a hand?
Nothing overclocked.
MSI Z170A Gaming motherboard.
16GB ram

Updating your drivers might solve the problem. If not, how many monitors are hooked up? If two or more, try to lower the settings from Ultra to very High or High is some games. Even though the GTX 1070 is a powerful card, multi monitor setups can cause performance drops in games.
 
Run DDU to automatically remove the drivers from safe mode. Re-download a fresh copy of the latest Nvidia drivers.

Run HWmonitor and check CPU temp while playing a game. What temp do you see while system is under load?

If still not fixed and CPU temps are normal, then you'll need to download and install the latest BIOS and chipset drivers for your MSI Z170A.

Try lowering the anitalising quality in games and post processing quality. These two are the most likely hit the performance of your games. You can also go into your Nvidia control panel and in the graphics quality section, set everything to either balanced or power saver. If you are hitting 60fps by now, try to raise the graphics quality one by one in the control panel to see which one hits the performance the most. Its time consuming, but its worth doing.

What is the display manufacturer and model? What was the highest CPU temp reached? In Nvidia control panel, check to make sure that the display maximum refresh rate is selected in the pulldown menu: NVIDIA Control Panel -> Display -> Adjust desktop size and position -> Apply the following settings: -> Refresh rate ->

Also in NVIDIA Control Panel, make sure that vsync is either set to off; especially if this is a non g-sync panel.

GPU is brand new, had same issue with my last card (GTX 970).
Using a tv for a monitor (1080p, 60hz)
Temp doesn't go above 22 degrees (have liquid cooling)
Turned off vsync, no change
removed and reinstalled gpu drivers. No change
Refresh rate is set at 60...
Any other ideas?
 
I'm reasonably sure that your TV is the issue. Matter-of-fact I suspected you were using a television set, when I previously asked your model. Again, you didn't list the manufacturer and model. I've heard of this issue with certain televisions connected to PCs.

I hope it isn't the tv! I like it! lol It is a Panasonic Viera TC-L60E55
As for the GPU, I have not changed the clocking whatsoever on it.
I have noted that in some games the fps can pop up to 55 or so when the game cuts to simple scenes...

If you're running windows 10, you might wanna look into the little feature they implemented a couple of months ago called "Game DVR". It's said that it caps your frames somehow. Here's a video of how to disable it: https://www.youtube.com/watch?v=bU2D_Q0tcBI. Might help your frames a little :)

If you're not running windows 10 though, ignore this as it's not relevant on any other operating system, or on previous versions of windows.

Just formatted and reinstalled everything, in the hoes at would make a difference. on average still running 30fps, but will jumpup to 6- at times. nto for long though. Ii have checked all my temps and nothing seems abnormal compared to what I have been finding online... anyone have any idea?
 
Contact the vendor (e.g. MSI, EVGA, etc). I'm completely out of ideas. I'm on the cusp of saying that the graphics card is defective. Contact the vendor to troubleshoot. Explain that you've tried two displays as well as reinstalled Windows, and the issue is still present. The only thing left that I can think of is the cable being bad or not within specs. Have you tried a different cable?

Ok so I finally solved the problem after going through every issue I could find.
There is a little switch on the motherboard that can be set to slow or disabled. This is for overclocking gone bad so that the cpu is limited... ok well this wasn't the problem but I thought that people might like to know about it. The end result was that I had to download the latest version of throttlestop. Look it up on youtube for correct usage. but it turns out that the cpu was not receiving the correct voltages. This solved the issue. Bloody brilliant program! Thank you all for the help! Hope this helps others in the future!
