On/Off Cycle During PC Test Boot

I am having some trouble with my first time PC build. Note that these are all new parts and the system has never worked before.

My system goes through an on/off cycle when I am trying to test boot to get BIOS. It will turn on for about 15 seconds (no BIOS) and then turn off for about 3 seconds and repeat this cycle forever. Note that I can tell the system is turning off because the fans on the psu and cpu turn off for 3 seconds. I have tried booting with just the cpu, ram, and psu but it does the cycle thing. I then removed the ram and tried to boot which also did not work. Next, I did the thing where you short the green and black wires of the psu, which was a success. The PSU by itself ran perfectly fine continuously.

I am a first time builder, so any help would be greatly appreciated.

I do not own a mobo speaker so.............

I have tried with and without my graphics card and it does the same thing.
