Power problems after upgrading to an GTX 1070

Hey everybody,

I've run into a computer problem I can't solve and was hoping for some help. I just upgraded my computer from two NVIDIA GTX 970s to a 1070 and ever since I put the new card in, I've been having some issues.

If the card is inserted into the PCIe x8 slot and plugged in, the computer boots normally, but the 1070 doesn't work at all. The "GeForce GTX" lights up and the fan spins, but none of the card's inputs display anything; I have to use the motherboard's on-board HDMI input to get anything to show up on my monitor.

If the card is inserted into the PCIe x16 slot and plugged in, the computer doesn't boot into BIOS, it just displays the, "Please power down and connect the PCI(e) power cable for this graphics card." As with the PCIe x8, the "GeForce GTX" lights up and the fan spins, but only the DVI input works, and even then it only displays the power error.

The power cable I'm using is a brand new 8 pin to 6+2 pin PCIe cable and there's only one slot on my PSU that the cable fits in, so I assume it's not an issue with either of those two things.

Power Supply: 750W Corsair CX750M
Internet Access: Wireless PCI-E ASUS PCE-N53
(Old) Graphics Card(s): 2x SLI Dual NVIDIA GeForce GTX 970 4GB
OS: WIndows 10 Pro 64-bit (10.0, Build 10240)
