System crash and GPU fans going to max speed

Greetings

My specs are as follows and the parts are all brand new:

i5 6500
MSI b150m PRO GAMING
Sapphire Nitro+ Radeon rx 480 8GB
Seasonic s12ii 520W
MX300 525gb
HyperX DDR4 8gb

The problem emerges when I put stress on the system when the GPU fans are not spinning. Firstly, the GPU fans won't slow down after gradually revving up with lower load and more often than not the system completely crashes (no monitor signal) under instant heavier load and the GPU fans go to max speed. The system won't crash if the fans are already spinning fast.

I've tried wiping the drivers and loading older drivers.

The temperatures seem fine and my fps in games like The Witcher 3 is abnormally low (30-40 fps).

I have a suspicion that the problem lies in the GPU, and not in the PSU or motherboard. Could it be a software problem?

What do you guys think?
