Well, that's a tough question.

The bad news is, it's a 300W (at best) OEM PSU, so unless you replace the PSU you're going to be very limited on the type of GPU you can put in there. However, with the CPU limitations you'll have, a GTX 1050 or an RX 460/550/560 (as long as they don't require PCIe connectors) will probably work fine.

The good news is, its an ATX-sized PSU (http://www.cpumedics.com/463318-001.html). So, if you want, you can pull the HP PSU out & replace it with a decent (at least Tier 3, preferably Tier 1 or 2) PSU that matches the dimensions. Getting a nice 450-550W modular PSU will let you put in a better GPU...although, again, with that particular CPU I wouldn't go above a GTX 1060 (6GB model) or an RX 480/580 (8GB models).
