My graphics card doesn't spin or turn on on my monitor it stays black

When I plug in the power supply everything turns on but the screen stays black and the graphics card fans doesn't turn on

Recently, a new feature with graphics cards is that the fans don't spin unless the card reaches a certain temperature, which is usually 60C. Do you have any LED's on your card? Something that let's you know that it's active?
