cant allocate hard drive

Could you please share a screenshot (via Imgur) of your Disk Management in Windows? It would really help me assist you. What was the error you were given exactly?
I'd suggest you try to format the HDD from another working computer, if you have access to one. Another thing that's worth the try is also swapping the cables connecting the drive to your computer. If it's an internal drive, swap the SATA port on the mobo and the SATA cable. If it's an external drive, swap the USB port and the USB cable.

You could also try to format it via Command Prompt (DiskPart).
