I would like to build a PC in the 500-600$ range with the hard drive to be hybrid(with 1 TB). I will be using the PC for video games for the most part. Games such as CS:GO, Garry's Mod, and other games on steam. Can anyone link me to a PC part picker list or some general advice on how I should build this PC with all parts being compatible?

Go for SSD + HDD! It'll be a lot better. You can always remove the SSD or the HDD and add either later, if you wish to save money.

Wouldn't I also need a CPU cooler? Also I might need hard drive with a little more memory..

The non-k CPU's come with a CPU cooler. If I were you, I'd get a good and fast HDD, and not an SSD, as this is a budget build and 120gb even just for windows is going to be an issue later on. Right now I have a 3tb Toshiba P300 and I get 200MB/s read and write (almost 1/2 the speed of an SSD. crazy fast). Just pick the HDD you'd be comfortable with in the price range you want it, and look for one with the highest speeds and best reliability.

Ok so just to make this clear the Processor will come with a cooler? Also, would you recommend any drives in the 70$ Range?

Yes, it comes with a cooler. For $70, the fastest HDD you can get is a 2tb Seagate BarraCuda ST2000DM001. If you want more reliability you could go for a Hitachi, but they are older, have less cache, and are slower.
