GTX 1070 low clock speeds

I have a EVGA Nvidia GTX 1070 sc and it seems that sometimes I get low clock speeds in all games which reduces the FPS. Recently I noticed this with BF4 where it was staying at 658 MHz.This is really annoying me because i have just spent 400 pounds on a brand new gtx 1070 sc and it is making me have stuttering and fps drops (i think) in most games constantly but i am always getting over 100 fps and then it just dips down to 50 then back up again. i have the latest nvidia graphics drivers for my card and no overclocks and the card never gets hotter than 65 degrees please help me fast. i recently upgraded from a gtx 960 from msi and it i never had this issue. My cpu is an i5 6600 and never gets hotter than 61 degrees my ram is ddr4 2x4gb of 2333mhz

Do you have anything else open at the same time? You could try disabling hardware acceleration in your browser and see if that helps. I had an issue with my r9 280 doing the same thing, if I watched any video from YouTube or anything it would put the clocks down to 850 even though the stock clock was 940. It would do that until I restarted the computer

This also didnt do anything to the performance of my games or the clocks unfortunately

Have you restarted the computer since disabling hardware acceleration? On a fresh system restart try running a benchmark and seeing what the clocks do from thereal using something like msi afterburner, you will be able to see the usage spikes when it does lower the clocks

Thanks i just did a complete fresh install of drivers and disabling hardware acceleration and my clocks are back up where they should be but it hasnt made the stuttering go away. Do you have any ideas on that?
