Can someone build me a budget pc under $800
requirements are:
cpu
micro atx mobo with lots of ports
16 gbs of ram
ssd
1tb hd
nividia graphics card
good psu
os
this pc is for gaming and light streaming
another question how would a i3 6100 perform in 1080p gaming

This is a good start point, a 6600k for $208 from jet if you take all the discounts, $87 for a z170 mb (MSI GA-Z170-HD3) from amz warehouse, $89 for a 250gb evo 850, $88 for 16gb HyperX ddr4, and $139 for a GTX 1050 Ti, and if you can find the +$50 the amd rx 480 (+82% Effective Speed) or a gtx 1060 (+77%) are better values, so $611 for a "budget pc" and almost $200 left for the psu etc..

I don't think so. for gaming get the best 4 cores you can get, gaming and streaming will require more than an i3, maybe more than an i5. I have not done both so I am basing this on what I have read in the forums.
I suggest an i7 for doing both and no matter how I play with the config the numbers do not work. the best CPU in the budget is an i5.
the rigs I posted will game and the fast storage will make the system very snappy.
you could start with the i3, then swap that for an i7 later the motherboard will support all three i3 i5 i7
