motherboard usb boot question

so basically i got a new motherboard https://www.amazon.com/Gigabyte-LGA1151-Intel-Motherboard-GA-H170M-D3H/dp/B012N6LM1Y/ref=sr_1_2?ie=UTF8&qid=1482199093&sr=8-2&keywords=h170 I had concerns becuase I am using old hd with windows 8.1 and I have a usb with windows 10 setup so my plan was im gonna boot from that install windows 10 however i read something in the manual saying usb is disabled until os is installed so I asked on here and someone said it woulod be fine as long as usb 2/3 legacy mode was enabled what is that
 
When you are ready to install Windows 10, simply put the USB drive containing the Windows 10 installation into one of your USB ports and reboot your system. It should boot from the USB drive, but if not, you will need to go into your BIOS and change your boot drive to that USB drive.
