Strange Lag Spikes in Games

Recently, in games like League of Legends or CS:GO, I have been experiencing strange lag spikes. Normally my ping would be stable (for League around 60) but now its jumping up to around the 2000s. I have tried flushing DNS, changing my DNS server, ethernet, reseting the router etc. However, at the same time, videos and music (thru spotify) have just refused to load. In chrome, when I start a youtube video, its a black video with all the controls loaded, the video just does not play. On spotify, my music plays just fine, the song just will not update and the visual elements "get stuck".

Specs in case you guys need them:
i5-3570K (no-OC)
MSI GTX 650
MSI Z77 board
8GB Crucial RAM
Rosewill 500W power supply
1TB WD Blue 7200 rpm
 
Solution
I'd probably first check my network utilisation in resource monitor. Sometimes it's as simple as windows updates or a family member hogging all the precious bandwidth.
