Hi,

Because the device is a tablet you will need to contact the manafacture. As far a I know they are the only ones able to re-install windows on these devices.

If you can find an external USB DVD drive, you can connect it to the tablet. Then download Windows 8.1 from the MS website: https://www.microsoft.com/en-us/software-download/windows8ISO
Burn it to a blank DVD and boot off it to get to the recovery console. From there, you can run startup repair. If that fails, go to a command prompt and run sfc /scannow.
