@Supahos is technically right. However, it really depends on the drives' models and technical specs. It's quite possible for a newer 5400RPM drive to achieve the same or faster speeds than an older 7200RPM model.
So my advice would be to take into account the technical specs of the drives you're considering and get the one that suits your needs best.

Rotational speed matters mostly for latency. If you are looking for small files, or moving them around your disk, then yes it matters. If you will be dealing with large files, or video files etc, then both will perform very similar.
Loading times depend on the game - if a game is using/loading large files, then you will not see much difference between the two.
Of course if you go SSD you can smoke the other two and be a happy man that never looked back!

I have an SSD, and I love it! I need to replace my dying 2tb hdd though.

Like I said in my answer then, if you will be using lots of small files then the 7200 will make some difference, if you use large files (eg. video editing you will not notice a big difference). If the price difference is too small and you don't care about usage go for the 7200 anyway. Simple as that.

5400rpm is perfectly fine for storage. If you plan on loading any games or apps off the drive, then I would go for a 7200rpm drive.
However, with the cheap cost of storage these days, it's so easy to just add another SSD for active use and just grab a 2-4tb 5400rpm storage drive.
