Will upgrading Intel Core2 Quad Q8200 To A Intel Core2 Quad Q9650 Help reduce bottle necking?

I am mostly using my current pc to play games like Overwatch and Counterstrike. It always says the frames are like 60-100., but there are those slightly moments it sees to kinda get stuck just for like half a second... I was wondering how much this would reduce the bottle necking if I upgraded. My GPU I think is Nividia Geforce GTX 750, and I am not entirely sure if I spelled that right. My system memory says its DDR2.
 
I can't say for sure if the Q9650 will get rid of any bottleneck you may have, but I can say that a 2nd-gen Core i5 will get rid of any bottleneck.

It really depends on your budget with what you should do. With the Core i5 you would have to get a new motherboard + DDR3 memory.

The Q9650 might be the cheapest way to improve performance in the short run, but in the long run you may want a newer platform.
