First of all sorry for my English. So, it was a normal day when I was testing my new system pwm fan, when suddenly the fan slipped from my hand and fell on the GPU. It was about 5 cm between the fan and the GPU when it fell of my hands. Then, I pick it up and suddenly after a few seconds, the GPU fan starts to run fast.
First, I thought it was the chassis fan which is running at high speed but then realized it was the GPU fan.

Then, after that every time I start my PC, the GPU fan start to run at high speed.
The only moment when it runs normally is when I enter bios and when the PC is booting up till where it says to enter password.

When the enter password appears the GPU fan starts to run at high speed and would never stop until I shutdown the PC. This, Happens everyday.

My Specs are:

Motherboard: ASUS H81M-K
CPU: Intel Core i3-4150 3.4 Ghz
GPU: Asus GeForce GTX 750 TI OC Edition 2GB
RAM: Kingston ValueRam 2x4 GB 1333Mhz
OS: Windows 7 64-bit Ultimate

Can you tell me what is the problem ?

I agree with FrEaKii. It sounds as if you damaged a temperature sensor. Turning off the automatic change through MSI afterburner and setting your own speed and opting to allow MSI Afterburner to start when Windows starts should fix the issue. Yes, a band-aid fix but the speed demon should be tamed. It is now your responsibility to watch your GPU temperature.

Ok so In MSI AfterBurner the fan speed is at 29 % but the fan is still fast...
I can't control it though.

I did it it. I've disabled auto and set my own fan speed but the GPU fan remains at high speed.
No matter what speed I set, the GPU fan is stuck on high speed.

I also noticed something. When I had re-install Windows 7 the GPU fan was on normal speed but when I installed the drivers from the CD... I had to restart the pc then It got to high speed again.

Well without the GPU driver the fan stays on normal speed... but I can't use the GPU without the driver. That's a serious problem.
