Doesn't boot up/1/2 sec fans spin

I've built a gaming PC today. It has a AMD FX-8320E, 8GB DDR3 1333 of HyperX ram, a Gigabyte 78mlt-USB3 mobo, 400W LEPA PSU, and a RX 460 2GB GDDR5 75w GPU.

I pushed the start button, fans spins for a 1/2 sec and it shuts off. No post screen, nothing.
I suspected a ram issue so I remplaced it but nothing happened, still the same problem.
Can one of you help me?

Have you tried booting it without the GPU installed? That can cause some issues sometimes.

If that doesn't wory, try and connect nothing but the CPU, PSU and Motherboard, then add RAM, then add GPU.

Try resetting the CMOS (Take the battery out and leave for 10-15 minutes).
 
look for the bios rev of the mb it needs f3 to post your cpu. try taking the mb out and with the power supply and one ram stick see if it posts. you have a dead short and the power supply wont turn on. if not try another power supply/try the green wire trick to see if the unit works.

Do you have an internal speaker that you can connect so that you get beep codes?

That should help you, it should come with the motherboard.

I've had this problem before I had to replace my motherboard because it was fried and my PSU because it was faulty and caused it to fry. Since you said this is a new build I would say your power supply is faulty or its not enough power to run what you have.

I would make sure you have everything plugged in properly to the motherboard.

Try to reseat the ram or CPU see if that works

You could try to take out the CMOS battery for 10-15 minutes from the motherboard that usually helps.

If none of those work something is wrong for sure
