Is my CPU bottlenecking my GPU?

I reinstalled Siege after upgrading to a GTX 1070, Win10 and an SSD. My FPS is decent, when I put it to max including MSAA x8, it stays around 50 and feels extremely sluggish. On my GTX 970 on Temporal Filtering I get around 110 FPS with the Ultra HD Tex pack.

So why is my FPS better on my 970 than my 1070?

my CPU is an i7 6700k 4.0ghz!

EDIT: MY GPU GOES TO AROUND 60 WHEN PLAYING SIEGE

did you chech your field of view?

Are you using the latest drivers?
How high is your GPU/CPU usage?
How high are your GPU temperatures?

The i7 6700k shouldn't bottleneck a GTX1070 at all. (As long as it's in Arma)

Both were around 60 i'm sure.

and now it's able to optimise to 3840x2160??

check the FOV, if it is set at 90 you wont get the same frames with msaax8

ok 4k is laggy even though nvidia optimised it, but now it's around 90 fps, it's lower than the 970!

Geforce experience does not always optimize for frames... in order to get a decent frames you have to tinker with the settings.
