New parts run CSGO at low fps but Fallout 4 Ultra 60fps no drops?

I have been a long time CSGO player, and I recently upgraded my PC from an AMD 6300 to an Intel i7 6700k and an ASUS Z170 and upgraded to 16GB of ram (and also a Cooler Master 212 EVO CPU Cooler)

I can play fallout 4 on ULTRA and get a solid 60 FPS no drops at all.

however, i opened CSGO to find out my FPS will not go past 60 and dips to a frightening 32 :(

i do not believe it is the Game settings as they were not edited and they are at the proper settings for a 6300 with a EVGA GTX 970 to run at 200 FPS, I don't know why with my brand new parts i am getting very bad performance with one game.

Anyone got any ideas?

Have you tried a clean install of csgo by removing the games files manually? You will also need to remove the game profile, I do not remember the location of the files off the top of my head but a quick google search will help that.
CSGO is weird. I have dual 980tis and I only get 200ish fps when other people get 400 easy but I dont care too much as long as it holds steady at 200.
But those low FPS are really weird with your specs. A 970 can easilly handle CSGO

I Reinstalled and I still have the same issue. All my other games run fine (Hitman Absolution, RUST, GTAV) I am very upset and I have no idea what the problem is.

Just a tip for the above - CSGO is playable without a major GPU. It is more CPU orientated than GPU, so better GPUs on this game will not make a major difference.

Have you tried adjusting the settings for it?

What are your temperatures while in game, as well as CPU/GPU usage?
 
My game started doing this recently, and I don't know if this will help your cause, but hey, why not try it, it fixed mine. Go into graphics settings, change your resolution to something lower, apply it, then change it back and apply it.
