Not getting as much fps as expected in CS:GO

I see people with worse GPU and processor than me getting more fps, I'm wondering why?

I have an i5 6600k overclocked to 4.5GHz and a GTX 1060 3GB overclocked to over 2000MHz, max settings, 1920 x 1080 resolution I get max fps 300. I've tried fps_max 0 in console but that does nothing.

Am I under-performing? I know 300 fps is still a great amount, but if I'm not getting what I payed for I want to know.

Best way to check that would be to run benchmarking software such as unigine heaven and compare scores to other people with same setting.
