New Rampage VIII Extreme Build Won't Boot

Hey guys, thanks in advanced for your help. This is my first time having to reach out for help from others' but I'm totally stumped.

My Build:
Asus Rampage VIII Extreme
MSI GTX 1080
Intel i7 6700k unlocked
Corsair LED 4x8GB 3200MHz
Asus wifi card & sound blaster sound card
Corsair HX850 (tested and it works)
EK-Supremacy EVO waterblock with the XSPC raystorm 240mm rad and the XSPC resi/pump (it's the one that's a tube, I can't find what it's called)



Yesterday I finished my build and flipped on the switch for the PSU and the start and reset buttons illuminated, but when I pressed the start button, nothing would happen. Sometimes removing the wateblock and unplugging the 8-pin 12V connector then plugging it back in, before flipping the switch and pressing start will allow it to start up. Upon reinstallation it stops booting again.

I have tested the PSU by shorting the green and black on the 24-pin and all the fans and what not work fine. I also measured the 12V+ to ground for the 8-pin while I had the jumper on the 24-pin, and all of the pins on the 8-pin were fine.

A theory I have is that it may have a short circuit with the backplate, because there are some solder joints on the back of the mobo that interfere with the gasket provided by ekwb, but the gasket and plastic nuts for the mounts aren't conductive. If anyone's heard of this happening or has any ideas, I'm more than willing to work with them.

Edit: This has worked twice now: If I take the waterblock off the CPU and unplug the 8-pin, then reassemble it all, it will turn on and off fine for a while, but after a few hours it will stop turning back on.
