my laptop's hdd suddenly broke, so i put a new one in, downloaded an official windows 10, burned it to a dvd via Microsoft tool, put the dvd inside the laptop, booted straight away to BIOS, but i cant change the boot option or order

Did you unselect ' secure boot' first ?
Or go legacy boot ?
And then try changing the boot order?
try opening the boot menu directly .( press esc on bootscreen)

  • Insert the DVD before proceding
Open the bios by pressing F2 . ( mostly it is F2 , may vary )
Disable ' secure boot ' option
If the mode is ' UEFI' , then let it be .
Select ' add boot device ' and then select the dvd drive
    Reboot
When the computer reboots trying pressing escape button too.
Use ctrl+alt+delete to restart when screen is blank.
