GTA V Online Massive stuttering and 2+ second lockups.

As the title stated im getting massive stuttering and multi second lock ups in GTA V Online. My PC is more then capable of running the game. specs are...

Win 8.1
i5 4590
16GB RAM
GTX960 2GB +100mHz OC

RAM sits around 10GB and VRAM sits around 1.5GB.

now this is where things throw me off. ALL in game settings are at normal/low at 720p and 30FPS cap. the stuttering is sometimes worse then when i played GTA V with my G3258 at stock speeds .-. during gameplay CPU usage ranges from 40-70% and when the lock ups happens CPU usage drops to idle and GPU usage obviously drops to 0-1%

ive read about that after the latest update memory leaks are back, but as stated my memory is not capped

I got some massive stuttering in SINGLE PLAYER.

I was only 2 hours into the game, then my FPS just tanked and the game became unplayable. I rebooted and played the same mission and it worked suddenly so not sure what's going on.

(I have an i7-3770K + 16GB + GTX1080)

Mine wasn't a memory leak either.

It seems to be some CODING issue but since the problem went away I can no longer troubleshoot the problem.

Other:
I doubt this is an issue you have, but in Power Options for some odd reason my PCIe power management went to "HIGH" causing massive drops in all games. I set it to "OFF" (or the one in between) and it works fine now. Basically the PCIe bus was being throttled.
