So currently I'm deciding on whether to buy combo 1 or monitor 2 with current specs.

Current Specs:
i5 4690
8GB DDR3 RAM
Asus Strix GTX 970

Combo #1 (Monitor+GPU):

Thing is your GPU (Gtx 970)is weak for 3440 x 1440 res. that is why Monitor + GPU option worth buying.
on other hand if you get 3440 x 1440 res monitor even with Gsync you will loose FPS with GTX 970
and with GTX 1070, a monitor without Gsync is better than GTX 970 + Gsync Monitor this combination

So losing the benefits of GSync is worth it in your opinion? I was wondering if it would compensate for the loss in fps, but I wasn't sure if that was going to be better or worse over full frames on the monitor.
