HTC one m7 (NEED HELP ASP)

So i dropped my htc one m7 in a bucket of water, and when i took it out it was fine, but a few minutes later it said phone restarting and it never stopped resting (its stuck in boot loop) i tried Volume + Power button and tried to recovery but whenever i tried to use Volume key to move to recovery it just restarts. And i tried to RUU it using a usb cable but whenever i plug in the usb (To my computer it's windows 8.1) it keeps disconnecting and reconnecting & the phone will NOT charge whatsoever.

-Anyone know a fix?

Bucket of water + phone usually equals a dead phone. Replace it. The only possible fix would be to try to replace the system board, but then your screen and maybe other things like the speakers may not work. You never should have used it till it was opened and fully dried.
