I've been browsing and I've seen keyboards for over a $120, and mice for $50, so I'm just wondering, are they really necessary to play PC games? Or can you just play with a basic $50 budget keyboard and mouse?

There is certainly no problem playing with budget keyboard/mouse. However, there are some benefits to using more expensive hardware. Keyboards can be much more durable, meaning that $100 investment might last you twice as long. The same applies to mice. The most common factor in cost increases is the ability to customize. Mice can come with more buttons than you could ever need, and all of those buttons are programmable. Keyboards can be customized to use different hardware that affect how it feels when you press a key...

Ofcourse they aren't necessary, they're almost purely luxery products. There are decent mice available for 30-50 dollars. Keyboard will depend on preference mostly. There are people who use 10 dollar peripherals but they're great players in competitive games.

Keyboards can be customized to use different hardware that affect how it feels when you press a key. Mechanical keyboards are significantly more expensive and have different key presses depending on the actuator type. Mechanical keyboards are often much more durable than your standard membrane keyboards. For a mouse, I have found that I don't use any more than the standard 5 buttons. On my gaming mouse, the extra buttons beyond the normal 5 seem to hurt more than help. My gaming keyboard was $40 and has macro keys with special software for gaming and such. The keyboard I bought for work ran me $170 because I wanted something that I could really put through it's paces 8 hours/day. It's a simple keyboard with a volume knob and media controls as the only things extra. It'll last me 20 years, even with how much it's used and abused. The $40 keyboard I game on might last me a total of 5 years.

TL;DR - "Gaming" often means "customizable." If you don't feel the need to fine tune everything, it's perfectly fine to stick with the basics.
