Windows won't start up

I recently put a new motherboard and processor into my computer, and now windows won't start up. This has happened to me once before when I installed a new graphics card a few months ago. I have tried many ways of fixing it and nothing works. I think it is the hard drive that is the problem, like it was last time. I thought installing Windows 10 with the DVD would work. But it won't let me install it since Windows 7 won't load up. Is there any way that would 100% work, because I have tried everything that I have found online and its still not working. Thank you.

Boot Windows with this command executed from the Windows recovery enviroment; from the DVD/USB or Recovery Partition, Startup Repair, and the motherboard disk inserted to provide the motherboard drivers.

Command "dism /image:c:\ /add-driver /Driver:X:\ /recurse"

It is not entirely surprising it wont boot up if you switched out the motherboard and CPU.
Best path in this situation is reinstalling windows. WHat do you mean you cant install windows since win 7 wont boot up ?? you do not need to boot up 7 to install windows just boot up from the dvd drive with windows 10 select it in the bios as boot device.
