Hello!
So recently, I posted something related to a problem with my new gaming build. ("Fans spin for a half second, then shutdown") And I saw that my GPU (RX460) doesn't have his fans spinning at all. So I pointed out that my 400w PSU wasn't enough.
Also, Givabyte recommend a 500w PSU at minimum to get a stable system.
So, is 600w enough for that type of gaming build?
Tell me!

Solution

If it is your PSU https://www.overclockers.co.uk/lepa-n-series-400w-power-supply-n400-sa-eunc-ca-000-la.html#write_comment I think the problem is from the PSU, because it only ( or matbe ) has 18A from the +12V rail. It can power up more than 6 core, but not for the rx460, you will need one...

MORE than enough, you'd be perfectly fine with even a 350 watts.

It's just important that you get the right 350 watts power supply or better, as that is where the common mistake lies.

A good power supply isn't determined by the amount of wattage or 80 plus certification, It's determined by build quality, which parts are used, and the performance of those parts. And many 350-600 watts power supplies on the market are horrible when it comes to those 3 aspects. You need to choose the right one.

That's a good budget. Look for Corsair CXM 450/550w or Seasonic S12ii 520/620 watts.

That being said, why are you getting an FX-8320E? Can't upgrade it to a better one and it performs war worse than Intel i3-6100. Plus the i3-6100 can be upgraded to an Intel i5 and i7.

Another point is that AMD Ryzen is releasing next month, they'll be much better.

2 Reasons:

1) LEPA makes absolutely horrible power supplies, wouldn't be suprised if It's broken
2) You didn't connect it properly.

Have a look at this list : http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
Depending which Lepa model you have, it can be anywhere from so-so to terrible.
Also, more than just the total wattage rating of a PSU, what is important is on how that power is divided up across the different voltages. Too many low end supplies have a large total wattage capability, but it is spread uselessly across the low voltage rails and doesn't have enough on the 12 volt rails where you really need it.

I'm losing hope. This build that I made was entirely new, to the PSU to the CPU. I'm so sad that he still doesn't work. I might sell it for 300$ bucks and just buy a prebuilt. Thanks to all of you wjo helped me. The problem is it might be the GPU, it might be the RAM, it might be the mobo, it might the CPU... I don't know. And we'll never know.

I'm not saying the problem is the PSU, but you're missing the point. It's the quality of the PSU not the wattage alone that makes a good PSU.

Don't get disheartened, we've all has trouble here and there with builds, that's how we learned. Don't think that pre-built computers are always better, they can have similar issues. Listen to the suggestions others make, take your time and troubleshoot and hopefully you'll get it.

Mmm... The PSU manuel say "6 core compatible" amd my CPU is 8 core... I think I found the problem: it's my PSU. First, it doesn't delivers the necessitated power through the CPU and mobo cables. And second, it's because he does ONLY dupport 6-cores CPUs.

Honestly, Idk. It might be also the 12V Rail.

Some of my friends on Steam recommended me this PSU for good build quality and quite as cheap as possible. Do you agree? ttps://www.amazon.com/gp/aw/d/B0092ML0OC/ref=mp_s_a_1_1?ie=UTF8&qid=1482352606&sr=8-1&pi=SX200_QL40&keywords=corsair%2B550w&dpPl=1&dpID=51v0RsvDIeL&ref=plSrch&th=1&psc=1

Lol no. The brand is just popular, and people mistake popularity for quality. Like Dr. Dre Beats headphones. They're awful, yet everyone has/had them. Corsair CX 600 is simply poor.

However, the Corsair CXM 450 or 550 watts is good, or the Seasonic S12II 620w, which probably has the best price/performance ratio at the moment:

Power Supply: SeaSonic S12II 620W 80+ Bronze Certified ATX Power Supply ($49.99 @ B&H)
Total: $49.99
Prices include shipping, taxes, and discounts when available

I live in UK, the 620w PSU one is 80£. 20-30£ difference...

If it is your PSU https://www.overclockers.co.uk/lepa-n-series-400w-power-supply-n400-sa-eunc-ca-000-la.html#write_comment I think the problem is from the PSU, because it only ( or matbe ) has 18A from the +12V rail. It can power up more than 6 core, but not for the rx460, you will need one PSU with 20A or up on +12V rail.
So open the case to check the PSU to see the specifications. Otherwise buy this PSU XFX https://www.eclipsecomputers.com/Product/XFX_430W_PSU_Bronze_80__TS_Series_PSU/
