Memory Issues Windows 10

Ok so out of nowhere I'm getting "not enough memory" errors in windows 10 while gaming. So I go to system and it says "Installed Memory(RAM) 16gb (7.96gb usable)" and if I open task manager and go to Resource Monitor it says I have 8gb "hardware reserved". I tried the msconfig fix(maximum memory is unchecked). I tried the regedit fix(set "clearpagefileatshutdown" to 1 and shutdown/restart). I tried switching the module orientation and switched to a different channel and got the same. I tried reseating the processor, all pins look good. I'm dealing with 2x8gb. If I take one out, one will boot the computer with 8gb ram, and the other won't boot at all.

The strange thing is that the bios tells me I have 16gb of ram installed, but memtest86 will only test 8gb. I suspect that one of my modules is bad, just haven't seen one go bad in such a strange way before. I know in the past it worked and just said "Installed Memory(RAM) 16gb" in windows system. Any assistance is greatly appreciated. Thinking of trying to RMA the ram currently because I'm all out of ideas...

Solution
If one stick by itself lets you boot, and the other stick by itself will not let you boot, then the second stick of ram is bad. If you bought them as a kit(2x8gb), then you need to RMA them as a kit.

Yeah I have 2x4gb that work from my old 4x4gb corsair kit, so it wouldn't ruin my life to send the whole 16gb back to gskill. Just hoped there was another software angle I was missing. But the module that won't boot the system is pretty obviously bad. Thanks for the prompt reply!
 
Just to answer your last comment, "a sofware angle" would have to be considered if the computer with the second RAM module only, works as follows:

1. Only posts and displays but Windows doesn't boot. (Windows issue)
2. If the computer doesn't post or displays, it's the RAM module. (RAM issue)

Yes I'm getting no display at all with one of the modules. I don't have a pc speaker plugged in currently, but I imagine it would be beeping furiously at me if I did. Thanks a lot for clearing that up.
