My PC is using half the ram?!

Well, the title pretty much says it. My laptop doesn't even use a full GB. I want to know how to clean it off, or reset it (if that is safe?) Here is what it looks like in System.

Thank you guys for the help, it turns out that one of the ram chips was recently moved and i needed to relocate it into its spot. :)

Its not my laptop that I'm having the problem with. My desktop has 16GB installed, but whilst idling it is using 8GB. I want to know how to clean it off, or reset it or something. It is making my games lag while im recording. :(

It is a dell inspiron 3656. Im sorry for the misunderstanding but its not my laptop, its my desktop. When I mentioned my laptop, i just meant that it is using a lot less ram than my desktop. I attached a link to my computer and its specs. Also, I bought it with windows 10.

I didnt order it from dell, I got it off of Ebay (open box). It used to not have this problem, but if I can't find another solution I may contact them. I dont think that I should do it right away, as other people have had the same problem.
