What does your monitor refresh at? I know CSGO player's want higher FPS then there monitor can support as it apparently lowers input lag (not sure how true that is). Here's a few things to try...

-lower some graphic settings.
-disable any background program that doesn't need to be on.
-make sure the game & GPU drivers are up-to-date.

Temps look fine from the video.

"Game DVR" might not be entirely turned off if you didnt set the right values for it in your registry. Just turning it off in the xbox app doesnt always turn it off completely.

Hmm. Try opening CSGO, press the console button, and type in this command: fps_max 999
It basically tells the game to cap the frames at 999.

-Do have any Stream or HD video when you play cs go?
-Did you try the latest drivers of Nvidia?
-What Display Cable are you using?

Yeah i tried it already but didnt help(fps max 999).. :/ For cables i use vga to hdmi. I only use nvidia shadowplay dvr and i eliminate every useless process in task manager before i play.I thought that nvidiashadowplay was the problem but it wasnt. Im updating every driver if it asks
