Reboot and select proper boot device... error

We recently put in a SSD with windows on it, and removed the old HDD to test that the windows instillation worked.
We just upgraded our RAM, mobo, and CPU, and now we are getting a boot error. I switched the boot order, and i've tried manually booting off of the SSD, to no avail. What else should we try?

CPU: Intel I5 6500
GPU: GTX 960
SSD: Samsung E 250 GB Evo
Mobo:Gigabyte GA-h170 Gaming 3
RAM: Crucial 16GB D4 2400

Update: We tried removing the SSD and plugging in the HDD, and the HDD doesn't even show up in the bios. The HDD does not have an OS installed, but i was not sure if this information would help diagnose it.
 
Solution
You can't just boot from an SSD with an OS that was from another system like plug and play. In most cases it will fail to boot. In some cases it may however the two systems would have to be exactly the same.
You will have to do a clean install on the SSD.
Check your cabling and that your SSD is connected to the correct Sata Port.
Leave the HDD disconnected for now.

It was the same machine, but im doing a clean install anyways. I formatted the SSD on another PC nearby, and put a windows 7 iso onto a USB using RUFUS.
Now im having another error for the install: "A required CD/DVD Drive device driver is missing...."
I've checked as much as google has shown me and tried these solutions:
Switching USB ports
Running a command prompt from the repair menu and cleaning, formatting, and setting my drive to a primary drive
Restarting it and retrying 10+ times.
Burning the ISO with a different kind of software and repeating the above steps (formatting the USB between the burns, of course)

The HDD is still disconnected for safety.

Is there an incorrect SATA port? All 4 sata ports are on a small black box that protrudes from the Mobo.
The SSD shows up in my bios and everything, i don't see how there could be an issue there.
 


No there is not an incorrect SATA port per say with your SSD. Sorry for the confusion however it can depend on the drive.

The Gigabyte GA-h170 Gaming 3 motherboard has 4 SATA EXPRESS ports and used for PCI Express SSDs and interfaced through the AHCI driver.
You also have SATA3 0/1/2/3/4/5 so I just asked you to check as SATA 3 does not support some of the faster SSD drives.
I see you have Samsung E 250 GB Evo which has SATA 6Gb/s Interface, compatible with SATA 3Gb/s & SATA 1.5Gb/s interface. So yea you would not see much difference. Some conjecture between Pundits who say its better to use the SATA Express and others say it doesn't matter.
In my case I have a Samsung 850 evo and found improvement using the SATA Express port in read and write speeds.
