PSU Providing enough power for a recent upgrade?

I have recently bought the following items:

These include the:
B150M-HD3 Motherboard
Intel i5 Core - i5-6400 LGA1151
EVGA Geforce GTX 1060 3GB SC
Corsair 1x4GB Vengeance LPX

The power supply seems old and not to sure if i should upgrade it considering whenever i power the PC the power LED lights turn on but the internal computer itself wont work. (PSU Fan not working, Cpu fan not working).

Now I'am wondering if its because of the PSU not sending enough power to the motherboard and other components.

Motherboard - RS-500-PCAR-I3

your psu is 500w which is powerful enough to send power to your pc theoretically....
may be due to less efficiency or psu failure causing this.
this power supply doesnt comes under tier-1 or tier-2 and tomshardware only recommends tier-1 or tier-2, and for strict budget tier-3 max. this psu is also not certified. this psu also lacks active pfc.

before upgrading system components, what were the system specs? and psu was working correctly before? it may help you diagnosing your problem.
