PC not booting up.

I have a problem with my PC not booting up.

My system is an i7-4770 haswell in an ASUS B85 PRO GAMER mobo with 8gb of Ram and an Antec TruePower 750w bronze certified PSU which I got 2 years ago. I have no Video Card and has been using the integrated graphics of my processor.

When I press the power button, the CPU fan will spin and the LEDs will light for a second then stop. After another second the CPU fan will start spinning and the LEDs will light again. It goes on for about 3 times and then the CPU fan will just spin. The LED light near the CPU will light then the RAM LED. But sometimes it will just stop at the RAM LED. Most of the time it will stop at the VGA LED. It is stuck with the Fans spinning and the LED light at the VGA. It wouldn't boot. I couldn't even get to the BIOS.

I've tried every basic troubleshooting step here in Tom's hardware except for replacing the power supply since I don't have a spare one.

I really think it's the power supply since the electricity in my area has been really unstable lately and I had to use my PC without an AVR or a surge protector.

I'm planning on buying a Seasonic S12ii 520w a few days from know.
I just wanna know what you guys think.

 
Solution
Unplug the PC from the wall and then try reseating RAM and add-on cards, replug all cables, and try again. This helps in many cases.
