Is my graphics card dead? Sapphire R9 270 dual x

I wanted to confirm if my graphics card is dead or not before buying new one.
At first While playing games those vertical lines would appear and computer would freeze for 10 seconds and after that i restarted and windows logo would load up fine and as windows start up the screen stays black and and computer freeze totally.

2. Then i tried it through safe mode uninstalled all the amd drivers and did the clean installation but during drivers installation screen would flick and then it stays black not coming back on untill i forced shutdown pc.

3. Now everytime graphics card is connected and driver are uninstalled the display stays at 1024 x 786 and as i try to install drivers the screen goes black in middle of installation and then i have to remove graphics card then pc would display everything normal.

So what i want to know is that my graphics card dead? i uploaded some images while graphics card connected. Would appreciate it if someone help me clear this up weather its dead or not

Do you, or can you gain access to a computer that will support and run the card, if it happens on that computer too, then it is most likely a fault developing with the card.

Or, do you have another GPU (Even if it is an older, less powerful one) to test in the system, to make sure it isn't something else.

I dont have another working GPU had gtx 560 ti but my mobo doesnt detect it at all this is how my video memory is shown with R9 270 connected and unfortunately i cant access to other computer now so is there anyway to confirm its graphics card issue or something else?

Its showing video memory size as zero does this help recognizing weather its gpu or something else?

Well motherboard detects card but everytime i install drivers its jst screen goes black and and computer freeze
i just wanna make sure before i buy new graphics card that its not motherboard or psu
Everything else is working fine including ram, processor, HDD etc etc
Ima bit of a noob
