Why is Sims 3 Stuttering/lag with High FPS on High-end Gaming laptop?

My laptop specs are i7 2.6GHz GTX 960M 16 GB 4k
Games like PES 2017 and CS GO run on very high graphics but sims 3 doesnt even run smoothly on med to low setting(I currently play at 1080p but it doesnt matter what the screen resolution is, same issue), its showing fps around 50-100 but it keeps stuttering and slight freeze/lag when i click to interact.

How can I fix this? I have done my research and tried with vsync on and off, triple buffering on/off from nvidia control panel but still the problem doesnt go away. help please

is there any way you can run task manager in the background ? see what your cpu usage is, Also see what your gpu load is. This also does this to me, on my old system. i havnt tried it with my new system. i cant really access steam or reddit to find solutions cause i am at school and the school blocks it, But i will definitely research this when i get home and post another answer when i have something.

thanks for your help but there maybe 2 things thats causing the problem the game store onlne content is causing this and another is the game didnt recognise my high-end GPU and i hadnt noticed this before, but now everything isworking fine
