GTX 1060, very poor performance in games, good benchmarks though

Hello guys. I recently changed my GPU from 750 ti to EVGA 1060 6gb SC. Unfortunately, I encountered really weird problem of very poor performance. I am confused as GPU does really well on stress test and benchmarks and the temperatures are just fine so I am sure it's not faulty. It however doesn't want to use its full potential, using just about 40-50% in GTA V, CPU uses about 60-85%. Changing settings doesn't make any difference, which makes me even more confused.

As CPU doesn't reach 95-100% usage I think there is no bottleneck here.

What I've done is I reinstalled graphic drivers using DDU twice already. I also thought about reinstalling my windows or change it to win 10. Hopefully, you can help me. Later on I can give some more MSI Afterburner results in other games.

Yes, of course. I did this with every game, because I expected good frames. Unfortunately, performance same or with almost unnoticeable differences.
