Need to upgrade my graphics card. ati-102-c26405(b) or hd 6450

system specs;
dell optiplex 790
stock power unit - 265w max
i7-2600 cpu @ 3.4ghz
12GB Ram (3.24 usable)? not sure what that means
win 8.1 32bit

uses:
general office pc not for gaming
using dual monitors and a lot of video editing and photoshop


Willing to upgrade whatever is necessary including.

First and foremost, your using a 32-bit OS, thats why you can only use 3.24 GB of RAM. Simply reinstall a 64-bit version of Windows. 32-bit operating systems cannot address more than 4 GB, and the other 756 MB is hardware reserved.

You will need to upgrade your power supply, the amount of ram you have is fine and most current gen mid range and low end graphics cards don't pump out much heat so your cooling should be alright. I recommend an evga 500b if your budget is tight. You can pick it up for about $40. A GTX 1060 is your best bet for this budget. Below are some links to the parts I recommend.

Depending on the software you use for video editing it can take advantage of Nvidia's Cuda technology to speed up rendering times, and all Adobe products support it too.

Thank for the quick response and info. I didn't know that about 32 bit os. 6gb card then? is the amp edition worth the extra $30 in my situation?
I am using the Adobe suite
 
The W1 version power supply is not that good of a quality, I would stay away from that.

For heavy video editing/photoshop the 1060 is perfect. While you dont need a high end GPU for those tasks, adobe software, handbrake and many others will utilize CUDA cores in NVIDIA gpu's and use them for extra processing power. Thus re-encoding a video is faster with a GTX 1060 then it is with say an AMD 480 (which is equal in graphics gameplay performance to a 1060).

As Xibyth said, get your windows changed to 64 bit. I believe with win 8 you should be able to use your same license with 64 bit without any problems.
 
Be aware that a 265W power supply will have issues with any powerful card.
Also you might need to restrict yourself to a low profile card as alot of these pre-built Dell machines come in rather small cases.

Look at something that doesn't need an additial power plug. (And this is limited to use the 75W the PCIe port provides. Add the 95W TDP of your CPU to that and you are already at 170W, Then your motherboard, drives, fans, etc. and yoiu are already around 200W.
Add some headroom (PSU's are more efficiant when not at full load) you are quickly on around your current 265W (your current card has a TDP of around 20W)

If you plan on replacing your PSU be sure your case uses a unit following the actual ATX standard. Sometimes these prebuilt machines use odd form factors.
Besides that any PSU of atleast 430-480W should be enough for every single card.

I thought someone may have covered your question about the GPU, the reason I recommended the compact edition over the AMP is due to the space limitations of your system. The additional video memory will help with your usage, so totally go for the 6GB version.
