Sounds like thermal throttling to me. Check your CPU temperature.
If it is because of thermal throttling, check the CPU fan. Is it seemingly spinning too slow? Touch the heatsink. If it's warm, it's doing it's job. If it's cold, it isn't making contact with the CPU.
If the fan and heatsink are both fine, dust out the PC thoroughly, replace the the old thermal paste with some new thermal paste, and consider buying a new cooler and fan.

Im pretty sure thats not the prob, its only at 30°C because it didnt really want to work too hard......only thing i could do was lock it at 4GHz (yeah i know, not good for the CPU, shortens lifespan) But im not really able to use my pc otherwise, ill just have to deal with buying a new CPU when the time comes. UNLESS someone has another solution, of course.
I also just want to point out that im not really sure HOW i locked it at 4GHz, i tried different things and nothing worked after restarts or anything but then it just happened.
And sadly there arent too many choices for water coolers for my case, just ones that stick to back of the case instead of top
Will need to see if it can stay locked, because no game can run with the CPU at 0.76Ghz it seems :/
