Well, I wanted to ask if the AMD Phenom X4 9750 compatible with Windows 10 64-Bit System.
And If it is compatible where or how can I upgrade it?

The requirements for Windows 10 are fairly minimal: https://www.microsoft.com/en-ca/windows/windows-10-specifications
So yes, the 9750 is compatible. There might be limited motherboard drivers available for an ~8-9 year old CPU & chipset, but W10 will install just fine.

As for where/how to upgrade it.... all upgrades have expired. The only way to acquire Windows 10 today is to purchase a license key and either purchasing media, or creating your own: https://www.microsoft.com/en-ca/software-download/windows10
