Replaced motherboard, CPU fan constantly running at 4500+ RPM

My motherboard recently died and I found a replacement, everything's running again but the CPU fan is constantly running fast and loud from the instant it powers up. Everything else (including CPU, heat sink, and fan) are the same as before, and was rarely loud enough to hear. The CPU isn't overheating either, it's been around 35 degrees.

I've looked through several other posts and haven't found anything that worked.

I don't know if this matters, but the CPU fan connector on the motherboard is 4-pin, but the fan's cable is only a 3-pin, like in this post (I assume that's not a problem though): http://www.tomshardware.com/forum/311884-28-connecter-help

I installed SpeedFan but when I open up the advanced settings for the CPU fan, there were no PWM settings.

I tried looking through the BIOS as well, but all the settings seem normal, here's a photo: http://i.imgur.com/M11aIL0.jpg

If anyone has any suggestions... that sound is crazy loud!
