Well the rx470 may not bottleneck to much. Its not a major upgrade in performance of the 280 but should be ok.

It doesn't seem that much of a performance boost if I'd like to play at higher settings. I guess I'll just build a new pc then. Is my current setup viable for streaming purposes?

Your CPU is quite good yet, If my source is right, you can go up to the RX 480 or GTX 1060 without bottleneck and needing to build a new system.

And I agree with that, your main concern in your system today is the GPU and the storage, the CPU is quite capable yet, I'm sure it can handle streaming and playing without problem all modern games for the next couple of years.

Alright, would you suggest the GTX 1060 over the RX 480? Also, I'm considering adding an SSD as well if it helps. My goal is to run the game at 150-200fps.

Based on benchmarks, I would suggest you to get the GTX 1060 6GB, but the difference between then is small, AMD have updated the drive of the RX 480 and it seems to have some good boost since it's release.
I would get any of these two that have the best price.
I particulary like the MSI gaming X model of these 2 cards, their cooling system seems to be much better that some other brands.
