So I just had my paycheck bonus and wonder on what part of my rig should I upgrade.
I usually just play games moba/RPG games, watch movies and read articles.

Current Setup:

Processor: I7-4790
CPU cooler: CM evo 212x
Motherboard: asrock h97m
Processor: 2x4gb hyperx kingston dd3 1600mhz
GPU: MSI GTX 760 2gb
HDD: 1tb WD 7200rpm & 500gb hitachi 5400rpm
SSD: Crucial MX300 525gb (recently bought, need to install)
Case: Corsair Obsidian 350D
PSU: Corsair CS550
Monitor: LG 19inch 1600 x 900 monitor Led

This are the following I currently have in mind:
Case & CPU cooler: NZXT s340 elite + NZXT kraken x62 (i love looking at my rig ^_^ but not sure if I need this right now)
Monitor: Wonder if I should upgrade to a 24inch, 1080p 144hz monitor then buy GPU next year
GPU: Wonder if i should upgrade to a GTX 1070 then buy monitor next year.
RAM: 2x8gb ram

Any recommendation? have a budget of 400 us dollar.

Hmmm if it was me, i would think if theres something that i'm wanting to play and my pc is not letting me.
If you mostly play Moba/RPG I guess you specs are fine... so I would tell you that a new monitor, bigger screen at least full HD will improve your experience a lot!

Suggestion: forget about 24" and go bigger >29" will certainly make you happy.
Good Luck!

Forgot to add: I would follow this order:
Monitor, GPU and then RAM.
