Hi, i am wondering if i can Ground myself with touching the Phanteks ellipse p400 metal parts, Will that Work? Thanks

Solution
the case will need a power supply installed, at least screwed in. then the power plug will need to be connected to the grounded wall outlet. the metal case will now be grounded. Any bare unpainted metal on the case can now be used an an ESD dump.

grounded wall to power supply to case. must be unpainted, paint is an insulator. all conditions need to be met to ensure proper ground

Well you'd be able to feel it.

And the paint wouldn't do much, I've never had an issue with touching a case even if it was painted.

you can find a spot inside the case, one that can't be seen with the side panel on, and scrape down to some bare metal. Screws are usually unpainted and will ground through the threads, so an unpainted screw is always a good ground point. I always use unpainted screws to secure the power supply so there is 4 ground spots that are easy to access
