Stumped with hardware failure - or is it Windows

Discovered completely blank monitors on my 3 monitor set up.
Removed and reset video card - no good
Moved video card to different slot - no good.
Computer "sounded" OK, but no beeps when forcing reboot with power button - appeared to be running -
Bought ASUS GTX750ti OC card for troubleshooting.
VIdeo now appears but only boots to windows blue screen - "windows didn't start".
Computer tries to boot - recycles and ends up at blue repair screen
Computer boots and is stable in SAFE mode - will not boot to anything except SAFE mode
Any attempt to reboot into normal mode fails - computer attempts to boot several times - then ends up back at blue screen.

Here is a picture of the screen in SAFE mode - notice red splotches on windows desktop - white part of screen in blank note bad to see if red splotches would appear on note - they don't

Attempted to reset windows - fail -computer starts to reinstall - shows 3% progress and then reboots to blue screen

Checked memory modules - all pass
Checked hard disks - no errors

I replaced the motherboard - no change

What is going on with video card? This card is an older card - but I assume it is compatible. Is this card bad too?

Ready to try a complete reinstall of Windows

Well.. its quite difficult to actually test if you have an issue with your card or not... i would recommend to test with an older one or a friends GPU to actually see if the card is the problem. Its more than secured that it is not fault of the PSU... I am extremly sure the issue is on the card or the PCI-E slot you are using...

Also... as an external recommendation... Remove the GPU and clean the PCI-E Slot of your Mobo and your card then if you have another PCI-E Slot connect it there, If not... try the recently clean one...

The problem is the same with a single monitor. My mobo doesn't have onboard graphics. 45 degrees C

Here are the Back Panel connectors for the motherboard. No onboard graphics unless I am missing something.

It turns out that it was the Graphics Card. The first GPU failed.. Bought a second for troubleshooting - Still had a video problem - but I assumed that the new GPU I bought was good so I replaced the motherboard. But it didn't fix the problem so I bought another GPU and this one worked and fixed the problem. Grrrrr. Expensive lesson learned...

Awww sucks to hear (read) that at least the issue was fixeable...
i never experienced something that weird with failure of gpus but i dis indeed experience that problems with mobos building some budget pcs...
Once i had to change like 6 times that stupid gygabite mobo :/ just for that gygabite had a mental ban from my mind hahaha
